Business Practice Manual revision update: Withdrawal of proposed revision requests 1656, 1658, and 1659

The California ISO is withdrawing Proposed Revision Requests (PRRs) 1656, 1658, and 1659. The ISO previously placed these PRRs on hold to allow additional time to carefully consider stakeholder feedback. After further review and evaluation informed by that feedback, the ISO has determined that the PRRs are not necessary and that their underlying objectives can be achieved through other avenues. 

The ISO appreciates the time and effort stakeholders dedicated to reviewing and commenting on these proposals. A detailed explanation can be found in the ISO’s statement on Withdrawing Proposed Revision Request (PRRs) 1656, 1658, and 1659. Stakeholders who submitted comments, as well as all other interested parties, are encouraged to review that statement and the following knowledge articles:

Although the ISO is withdrawing these PRRs, it remains committed to the underlying principles that shaped their development. These principles continue to reflect important considerations raised during stakeholder discussions, including the following: 

  • Outages on Resource Adequacy (RA) resources that must be taken as a result of choices made during interconnection generally are not reportable under an outage nature of work that is exempt from the Resource Adequacy Availability Incentive Mechanism (RAAIM). (PRR 1656)
  • The off-grid charge indicator bid parameter allows a co-located storage resource to indicate when it is unable or unwilling to charge from the grid. This parameter operates separately from RAAIM and does not override the obligation for scheduling coordinators to submit feasible bids. (PRR 1658)
  • It is important that RA supply plans reflect a reasonable expectation that resources can meet their RA must-offer obligations using feasible bids. (PRR 1659)

The ISO sincerely appreciates the time, expertise, and thoughtful feedback stakeholders contributed throughout the review of these PRRs. Stakeholder engagement remains essential to the ISO’s decision-making, and the ISO thanks stakeholders for their continued participation and collaboration in its stakeholder processes.
