Congestion Revenue Rights Enhancements: Draft final proposal posted, comments due 7/2/26

The California ISO has posted a Phase 1 Draft Final Proposal on Auction Efficiency and Revenue Adequacy for the Congestion Revenue Rights (CRR) Enhancements to the Congestion revenue rights enhancements initiative webpage. The draft incorporates stakeholder feedback received to date. 

The ISO will host a virtual stakeholder meeting to discuss the proposal on June 25, 2026, from 1 p.m. to 4 p.m. A presentation will be posted to the Congestion revenue rights enhancements initiative webpage prior to the meeting.

To support Board consideration in July 2026, the ISO has established a comment deadline of July 2, 2026. Comments on the proposal and June 25 discussion are due by the end of that day.

Stakeholders are encouraged to review the proposal and submit written comments by the July 2 deadline using the ISO’s commenting tool on the initiative webpage linked above.
