New Stakeholder Process: Commitment Cost Bidding Flexibility workshop on 3/26/26

The California ISO has scheduled a Commitment Cost Bidding Flexibility (CCBF) stakeholder workshop on March 26, 2026. This CCBF workshop will revisit enhancements to commitment cost offer mitigation. 

During the recently concluded gas resource management stakeholder initiative, the ISO committed to pursuing implementation of existing policy that was approved by the ISO Board of Governors with advisory approval from the WEM Governing Body. This policy supports more bidding flexibility with a dynamic market power test for commitment cost offers.

The stakeholder meeting on March 26 will be the first in a series of workshops giving stakeholders the opportunity to get up to speed on the principles, problem statements, and technical market design elements of the existing policy for commitment cost market power mitigation.

Meeting materials will be available prior to the meeting on the Commitment Cost Bidding Flexibility initiative webpage. The working group will be recorded and the video file posted to the initiative webpage.
