Storage Design and Modeling: Straw proposal on Default Energy Bids, Uplift, and State-of-Charge Management topic groups will be posted 7/15/26

The California ISO (ISO) will post the Storage Design and Modeling straw proposal on Default Energy Bids, Uplift, and State-of-Charge Management to the Storage Design and Modeling initiative webpage by the end of business day, July 15, 2026, and will hold a hybrid stakeholder meeting on July 22, 2026.

In the paper, the ISO puts forth a sequenced approach to address storage default energy bids, modeling, and uplift. Because there is broad recognition that uplift must be reassessed but cannot be fixed in isolation. The ISO proposes to focus near-term discussions on improvements to default energy bids and bidding structures and then using those results to inform a more comprehensive uplift redesign. The ISO has therefore structured this initiative to culminate in a draft final proposal on default energy bids, bidding enhancements, and uplift considerations by the end of 2026. In the paper, the ISO puts forth two approaches to enhance the default energy bid for storage resources. In addition, the paper also includes a proposal to extend default energy bid rules to hybrid resources. Finally, the paper introduces a potential new way to frame storage bidding into the ISO markets for additional discussion.

The ISO will discuss the straw proposal at the July 22, 2026, meeting and request written comments by Aug. 5, 2026. Please register if you plan to attend in-person.
